- No. Local Law 97 sets an emissions limit per building rather than prescribing a product list, and compliance is calculated building by building. Whether solar-control film moves that number depends on the existing glazing, the facade orientation and the rest of the envelope, so film is one input into an engineer's model, not a certificate. On the practical side, non-metallic construction avoids the signal attenuation associated with metallized film, a consideration in occupied office space.
